When Safety Feels Like Friction — and What Leading Alberta Employers Do Differently
How Safety Governance and Executive Oversight Strengthen Compliance and Inspection Readiness in Alberta

Digital tools are great for organizing paperwork, but they don't walk your site. Here is what happened when we mistook a safety app for a safety program—and why we finally brought in fractional safety leadership.
Note: This article is based on a true story from an Alberta contractor. Names and company details have been kept confidential to protect the privacy of the business involved.
I thought we had safety figured out. Last year, I signed a contract for a top-tier safety management software platform. It had all the bells and whistles: digital forms, automated reminders, AI-powered checklist generation, and a dashboard that looked like it belonged in a NASA control room.
It was supposed to be the silver bullet. No more lost FLHAs. No more chasing down inspection reports. Everything was in the cloud, perfectly organized. I could open my laptop on a Tuesday morning, see a sea of green checkmarks, and feel completely confident that our sites were safe.
Then an Alberta OHS officer walked onto one of our commercial builds in Edmonton.
The officer didn't care about my dashboard. They didn't ask to see our AI-generated analytics. They walked the site, talked to our supervisors, and watched our crews work.
What they found was a massive disconnect. Yes, the digital hazard assessment had been filled out on an iPad at 7:00 AM. But by 10:30 AM, the scope of work had changed, another trade had moved into the area, and the conditions on the ground looked nothing like the form. Our supervisor hadn't updated the controls because he was busy putting out fires elsewhere. The paperwork was perfect; the reality was a hazard.
We were handed a compliance order. I was stunned. I had paid thousands for software that promised to manage our safety program, but we still failed when it mattered most.
Here is the hard truth I learned that day: Safety software handles the paperwork. It doesn't handle the safety.
Don't get me wrong—the app is great for what it is. I still use it to store our records and track our COR audit documents. But I stopped pretending it was a substitute for actual safety management.
Here is what the software couldn't do:
After the OHS order, I realized we didn't need better software. We needed better oversight. But as a mid-sized contractor, I couldn't justify the salary of a full-time, senior-level safety manager.
That's when we brought in fractional safety leadership.
Instead of paying for an app to tell me my forms were signed, I brought in a team of experienced safety professionals who actually walked our sites. They didn't just audit our paperwork; they audited our reality.
They worked alongside our existing supervisors, coaching them on how to spot hazards before they became incidents. They helped us navigate the contractor prequalification process for a major bid that we previously wouldn't have qualified for. When an incident did happen, they handled the investigation objectively and found the root cause, rather than just blaming the worker.
Lots of companies are rushing toward AI and safety apps because they promise to make compliance easy. But OHS doesn't grade you on how easy your system is to use. They grade you on whether your workers are actually safe.
Some of the best companies we work with have amazing safety software. Some still use paper. The tool doesn't matter. What matters is the human oversight that ensures the program actually functions in the real world.
If you're staring at a dashboard full of green checkmarks but you still aren't sure what's actually happening on your sites, you don't need another app. You need a team that knows the difference between compliance on paper and safety in the field.

A good safety advisor doesn't just know the regulations — they know how to make safety work in the real world of Alberta construction, oil and gas, and industrial operations. Here is what to look for when you're hiring.

Bill 30 changed what Alberta employers are legally required to include in their safety programs. If your program hasn't been updated since 2018, it may no longer meet the minimum standard under the OHS Act.
