FLRA (Field Level Risk Assessment)

A site-specific hazard identification and control document completed by workers at the worksite before starting a task. In Alberta, FLRA and FLHA are used interchangeably.

A Field Level Risk Assessment (FLRA) is a hazard identification and control document completed by workers at the worksite before beginning a task. In Alberta, the terms FLRA and FLHA (Field Level Hazard Assessment) are used interchangeably — both refer to the same practice of stopping at the worksite, identifying what could go wrong, and documenting the controls in place before work starts.

FLRA vs. FLHA vs. JHA

In Alberta construction and oil and gas, FLRA and FLHA are the same thing — different companies use different names for the same field-level document. A JHA (Job Hazard Analysis) is a more detailed, pre-planned analysis of a task type done in advance, not at the worksite on the day. The FLRA/FLHA is done at the worksite on the day of the work.

COR auditors in Alberta will look for completed FLRAs or FLHAs as evidence that hazard assessment is happening at the field level. The form name matters less than the practice.
